Cedula de Identidad (I.D.)

The ID cannot be issued or renewed outside the country, and it is the National Agency for Civilian Identification (DNIC), a division of the Ministry of Interior, the only Government Office allowed to issue or renew such document.

However, if you are filing for a new passport and you do not have your Cedula, the Consulate can do the following for you:

a.- If you were ever issued a Cedula and do not have it anymore, the Consulate General will take your fingerprints and send them to the Ministry of Interior, which will confirm your identity, your full name and your ID number (numero de cedula) .

b.- If you were born outside the country, but your parents are natural Uruguayan citizens (born in Uruguayan territory), you will have to legalize your birth certificate in the Consulate with jurisdiction over the place where you were born, and then register such document in the National Registry for Civil Acts (Direccion Nacional de Registro de Estado Civil). Once you are registered in the office of Uruguayan citizens born overseas, the Consulate General will take your ten fingerprints and will send them to the Ministry of Interior, which will assign an ID number (numero de Cedula) which will also be your Passport number.

Although it is not mandatory to have a valid Cedula to request a new passport, or renew one, it is mandatory to renew it when traveling to Uruguay.  For that purpose, we suggest you check the following website:
